Since The activation Task Force Liberty, the New York Guard Component of the 42nd Joint Task Force Rainbow Hope activated for Operation World Trade Center. And leaving with New York Guard with Honorable Discharge July 31 2003. In some of the training I have received from people that where there at Ground Zero WTC on 9/11 in which an honor to be taught by them. I’m glad to have made these accomplishments in my training which has been continuous, as it’s always evolving in Emergency Management. Some of my training might follow some of the recommendations from the
“Create dedicated, ongoing training programs for FDNY chiefs so that they are proficient in using ICS principles during large and complex incidents involving terrorism, chemical, biological and radiological materials, and attacks to critical infrastructure.”

#WA8UNS @WA8UNS Thomas Q Kimball of Ridgefield, Connecticut wanted to share his training that he has accomplished and or would like is following

“Create dedicated, ongoing training programs for FDNY chiefs so that they are proficient in using ICS principles during large and complex incidents involving terrorism, chemical, biological and radiological materials, and attacks to critical infrastructure.”

I wanted to go to Ground Zero on September 11th 2001 at the World Trade Center to help with the recovery efforts and wanted to volunteer to go down but I did not have that much training and or enough training in anything that would let me be able to volunteer down there at the time. So with that is why  I find that education, planning, training, and exercises and preparedness are very important, Such as NIMS ICS All- Hazards Position Specific Training.  And  would like to visit all of the agencies that make up The National Domestic Preparedness Consortium (NDPC)   #NDPC

The above mentions “Only a few years ago, few would have thought possible that the East and West Coast could ever agree on how best to manage a large complex incident. The West Coast and the wildfire fighting community have used the incident command system (ICS) since the 1970s and adapted it for all hazards in the 1980s.”

As mentioned from the above article “I didn't know about the incident management teams (IMTs)—federal incident overhead teams of about 30 members from the Department of Forestry, used mostly for wildland fire campaigns, who understand the planning needs for a long-term operation.”

Now the FDNY IMT’s have supported help out during hurricanes Katrina and Rita and also Hurricane Gustav and others.

The above Command and General Staff Functions for Local Incident Management Teams CGSFLIMT-Student Manual is like a consolidation of all the NIMS ICS All-Hazards Position Specific Training Courses in one student manual. Instead of just one  NIMS ICS All-Hazards Position Specific Training Course student manual for each course.

ICS position-specific professional development
The EMI and NWCG performance-based position-specific development consists of 15 classroom-based courses: The below listed is my personal list of 9 of these ICS position-specific professional development in which I have.

• Facility Unit Leader (FUL).
 • Finance/Administration Section Chief (FSC).
 • Incident Commander (IC).
 • Logistics Section Chief (LSC).
 • Operations Section Chief (OSC).
 • Planning Section Chief (PSC).
 • Resource Unit Leader (RESL).
 • Safety Officer (SOFR).
 • Situation Unit Leader (SITL).
But there is more work training to be done now I would have to start working on what is called a Position Task Books (PTBs) have been developed for designated positions within the National Interagency Incident Management System (NIIMS). Each PTB lists the performance requirements (tasks) for the specific position in a format that allows a Trainee to be evaluated against written guidelines. Successful performance of all tasks, as observed and recorded by an Evaluator will result in a recommendation to the agency that the Trainee be certified in that position.

Congratulations on your finish Kristine. Maybe next year I might be able to come back from a achilles operation from July 2014 and complete in the 2016.

Maybe one day I can meet them again. I did give them my WA8UNS business card with my blog address.

Volunteering at the #NYRR #TCSNYCMARATHON TCS New York City Marathon November 1st 2015 . The above Professional photo taken by Robert Eilets — at TCS NYC Marathon Mile 23. Thank You

Being that I’m a former marathon and ultra-marathon and ironman distance triathlete I understand what it is like competing in these events. And sometimes the pain and suffering it takes to be able to finish one of these events. And maybe in 2015 and or 2016 I might be able to run in the New York City Marathon myself. But currently in recovery since a achilles partial tear and my achilles surgery on July 17th 2014, Been doing marathons since 16 years old might have contributed to this tear,

Thomas Q Kimball WA8UNS from Ridgefield, Connecticut wanted to share:

Community Emergency Response Team (CERT) Volunteers working behind the scenes at the EOC as Communications Net Control. Working as Amateur Radio Net Control and other communications Net Control Operators. For the Tri Ridgefield Triathlon TriRidgefield - TriRidgefield Sprint Tri this morning June 1st 2014 We had other CERT Volunteer Amateur Radio Operators out on the course as well. Great day for this event. Maybe one day I be able to do a triathlon again if my partial achilles tear, recovers and able to save up for a race bike, It hard not to be able to run. At least able to swim.

It’ great to be able to give back as a volunteer to these sports events such as triathlons and marathons etc. As I had used to compete in these types of sporting events myself.

"But happy to have finished it and have cross the finish line. Even though might have been last I was able to do it

The little guy in the crib is Thomas Q Kimball
I was born in  July 1969 at the The University of Michigan Hospital  Ann Arbor, Michigan
My father was in Signal Officer Basic Course, Ft Gordon June through August 1969 but came back to Ann Arbor, Michigan to see my birth July 4th 1969.
Wish I could  see a class picture photo from the Signal Officer Basic Course, Ft Gordon June through August 1969

old Vietnam Era OG-107 US Army Signal Corps Uniforms, At the time we had moved to Redding, Connecticut The Television show MASH with Alan Alda was a favorite of mine. Mother being a former nurse and my father a former US Army Signal Corps Officer.

I did not know any of my father's work from 1969-1979. But did find his old Vietnam Era OG-107 US Army Signal Corps Uniforms in which I had found in box's and would wear the shirts when hiking.

I became interested in my father’s military past after finding a book called Hazardous Duty: An American Soldier in the Twentieth Century by General John K. Singlaub on the table at our house in 1991. Two years after I had finished high school at Joel Barlow High School in Redding, Connecticut

MASSTER US Mobile Army Sensor System Test Evaluation and Review Surveillance, Target Acquisition and Night Observation STANO was mentioned in the book Hazardous Duty: An American Soldier in the Twentieth Century by General John K. Singlaub. As my father was the Instrumentation Operations Officer, SurveillanceTarget Acquisition and Night Observation- Intelligence Systems Division, Headquarters, United States Army Project Mobile Army Sensor System Test Evaluation And Review MASSTER, Fort Hood, TX. As he was a US Army Signal Corps Officer with the US Army Security Agency Support Group

I believe after some research that LTC Sammy J. Cannon, SigC was one of my father’s bosses Surveillance, Target Acquisition and Night Observation STANO

Then BG John K. Singlaub HQ Project MASSTER Deputy Director for Plan and Evaluation.

My research came up with US Army Security Agency Support Group had a presence there but also maybe the part of Surveillance, Target Acquisition and Night Observation STANO. Had some involvement with Operation Igloo White Sensors and Weapons which has mentioned U.S. Navy's Project Jezebel  replacing the hydrophones with microphones. But all is just a research theory for me. A book that caught my interest is Wiring Vietnam: The Electronic Wall - Anthony J. Tambini, Wiring Vietnam The Electronic Wall.pdf - Higher Intellect | Conte

December 1969 through May 1970 apart of military history to me. As it reads from the website masster - 1969-1976 - OTC History

A few years later in 1997 a book called SOG: The Secret Wars of America's Commandos in Vietnam by John L. Plaster General John K. Singlaub was mentioned in the book as he was Chief SOG, 1966-1968 and also mentioned was the US Army Security Agency.

Unfortunately for me there was no way for me to follow my father’s footsteps as a NSA National Security Agency cryptanalysis as one of my major learning disabilities is in mathematics

Finally after so many years of waiting for a National Security Agency NSA FOIA request to be approve  today April 5th 2014, I get to see my fathers paper in the NSA Technical Journal Article 1966 on A Text Recognition Procedure for Cryptanalysis. As student University of Michigan.  Paper looks like to was viewed at the International Symposium in Information Theory at UCLA 31 January-2 February 1966 not sure why mentions Dr. B.C. Getchell, P1  Last page references Claude Elwood Shannon who also spent time at the University of Michigan.
