We had used the FIRESCOPE Field Operations Guide ICS 420-1 Incident Command System Publication in our National Wildfire Coordinating Group (NWCG) I-300 Intermediate ICS For Expanding Incidents and National Wildfire Coordinating Group (NWCG) I-400 ADVANCED ICS: ICS for Command and General Staff and Complex Incidents as recommend and handed out so that the students can use it, the older version of this to the students.  (I-300 is now just ICS 300 and I-400 is now just ICS 400 you can read the history) also referenced used when taking all my NIMS ICS All-Hazards Position Specific Courses.

The primary goal of the NIMS ICS All-Hazards Position Specific Training Program is to provide the additional training that may be needed by personnel responsible for managing incidents of greater complexity than those typically encountered during routine operations. This training is designed to provide all-hazards competencies and behaviors for command, general staff and selected unit leader positions within an Incident Management Team (IMT) environment. Competencies in the training are focused around the ability of the student to assume specific position responsibilities, lead assigned personnel, communicate effectively, and to ensure the completion of assigned tasks in order to meet identified objectives for the position.

The need for a standardized approach to position specific training was first recognized in the mid-1980’s. This recognition was underscored by the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, in addition to the natural disasters of Hurricanes Katrina and Rita in 2005.

I was with the local Volunteer Fire Department Fire-Police until I had torn my achilles in 2013 in training for the 2013 Marine Corps Marathon. Finally after seeing a different doctor I had surgery on my right achilles July 2014. Since my surgery in which there is one or two permanent stitches.

MGT-445 Radiological Emergency Preparedness (REP) Plan Review (RPPR) Course This course focuses on assisting Offsite Response Organizations (OROs) assess the adequacy of their REP plans and procedures using the NUREG 0654/FEMA-REP-1 planning standards and evaluation criterion which address the public’s health and safety, potentially affected by a  radiological incident at a NRC-licensed commercial nuclear power plant. The course includes training based on the Comprehensive Preparedness Guide (CPG) -101, familiarization of Hostile-Action Based (HAB) plan review, annual plan review process, and the Annual Letter of Certification (ALC) Review Guide process.

I had taken part in this June 28th 2016 FEMA Plume & 50 Mile Ingestion Pathway Exercise with Putnam County, New York. We do this for New York State Office of Emergency Management in conjunction with Indian Point Energy Center (IPEC) as a member of the Amateur Radio - Amateur Civil Emergency Service (RACES) K2PUT/PEARL group out of The Putnam County Bureau of Emergency Services in Carmel, New York. And recently found out the preliminary FEMA findings are that there were no issues with any activities demonstrated in Putnam.

Finally after seeing a different doctor I had surgery on my right achilles July 2014. Since my surgery in which there is one or two permanent stitches.

I first saw this featured in the Guard Times - The New York National Guard Magazine - NYS DMNA Fall 2016 Volume 9, Number 4 on page 13. Also interesting is that the New York Police Department's Chemical Ordnance, Biological and Radiological Awareness (COBRA) unit almost shares the same name of (COBRA) with DHS/FEMA's Center for Domestic Preparedness (CDP)  Chemical, Ordnance, Biological, and Radiological (COBRA) Facility. And in which the I’m guessing that some of the New York Police Department's Chemical Ordnance, Biological and Radiological Awareness (COBRA) unit has gone down to DHS/FEMA's Center for Domestic Preparedness (CDP)  Chemical, Ordnance, Biological, and Radiological (COBRA) Facility as there is a a couple of NYPD COBRA UNIT patches in the Recovery Zone Bar Lounge. I had been looking on the internet for these patches to add to my collection but having a hard time trying to get them. Army National Guard Soldiers do also train at the DHS/FEMA's Center for Domestic Preparedness (CDP)  Chemical, Ordnance, Biological, and Radiological (COBRA) Facility and have seen them there at FEMA's Center for Domestic Preparedness (CDP) in which was apart of Chemical Ordnance, Biological, Radiological, Training Facility (COBRATF) Fort McClellan, Alabama, United States. And in 1995, the U.S. Army’s training operations were moved to Fort Leonard Wood.




The U.S. Army Edgewood Chemical Biological Center (ECBC) participates in a unique collaboration that aids in protecting citizens nationwide by training civilian emergency responders at the Center for Domestic Preparedness (CDP) in Anniston, Ala.

Ridgefield, Connecticut within the 50 mile Emergency Planning Zone (EPZ) 50-mile radius ingestion pathway EPZ of Indian Point Energy Center (IPEC) IPEC-Indian Point Nuclear Power Plant in Buchanan, New York. Ridgefield, Connecticut is about 22 miles from Indian Point Energy Center (IPEC) IPEC-Indian Point Nuclear Power Plant. 

As read in the pdf called “Amicus Brief of the Attorney General of Connecticut - NRC” under section Interests of the State of Connecticut.

Fairfield County and Litchfield County, lie within the 50 mile EPZ. Fully one third of the population of the state is within the 50 mile EPZ. The Indian Point site is 23 miles from Greenwich, 26 miles from Stamford, 27 miles from Danbury, and 37 miles from Bridgeport.

A portion of Connecticut also falls within 50 miles of Indian Point Power Station in Buchanan, New York. The Connecticut Radiological Emergency Response Plan (RERP) has procedures in place for emergencies that extend beyond 10 miles for Millstone and Indian Point

But what about training and exercises for us here in Connecticut in neighboring countries such as Fairfield County and Litchfield County ? Putnam County and Westchester County having training and exercises yearly. 



As for myself I was put on Military Police Duty with The New York Guard at Camp Smith Training Site Cortlandt Manor near Peekskill, NY after September 11, 2001.

I would have like to be able to have attended all three days (Tuesday, 10/25 - Simulated Disaster Scene Operations  Wednesday, 10/26 - Disaster Morgue Operation Simulations) but but unfortunately I was unable to do so this year. But hopefully next year if they have this training again in which I hope so. This event was well attended.

This was a great excellent class and the instructors had brought there real time real life experiences as part of a Disaster Mortuary Operational Response Team (DMORT) to the class room. And the class was well attended.

We heard about one of the experiences of the Disaster Mortuary Operational Response Team (DMORT) working at WTC Ground Zero after 9/11.

Since The activation Task Force Liberty, the New York Guard Component of the 42nd Joint Task Force Rainbow Hope activated for Operation World Trade Center. And leaving with New York Guard with Honorable Discharge July 31 2003. In some of the training I have received from people that where there at Ground Zero WTC on 9/11 in which an honor to be taught by them. I’m glad to have made these accomplishments in my training which has been continuous, as it’s always evolving in Emergency Management. Some of my training might follow some of the recommendations from the

 Hosted by FEMA's Center for Domestic Preparedness (CDP), located in Anniston, Alabama, is the United States Department of Homeland Security (DHS)'s only federally chartered Weapons of Mass Destruction (WMD) training center, and the only site performing Nerve agent (GB & VX), Anthrax, and Ricin training for First Responders.

Also some of the training took place at The Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF)

My training at The Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) formerly known as The CDTF Chemical Defense Training Facility, Fort McClellan, Alabama was formerly apart of The U.S. Army Chemical School at Fort McClellan, AL


We had used The GM pancake-type detector in the Model 44-9 Alpha Beta Gamma GM : Radiation Detector and also Ludlum 3 survey meter geiger counter radiometer 44-3 probe radioactivity during our training at Northville Training Facility located at the Center for Domestic Preparedness ( CDP)
COBRA Training Facility, that resembles an actual town that contains a school, fire department, police station, and sandwich shop. Also we where testing for Anthrax at mock post office in which we where wearing The M40 Field Protective Mask. And a mass-casualty incident in which we had to figure out what the cause was within COBRA Training Facility wearing the Level B, using a self-contained breathing apparatus (SCBA) if I remember correctly. 

Since I successfully complete the course I was presented the coveted COBRA pin—a King Cobra in a hooded threat display, a recognizable warning posture

signifying their successful entry and execution of tasks in a toxic environment. I plan on coming back to FEMA's Center for Domestic Preparedness (CDP)  Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF) to make a few more entries in it as it was exciting and fun. How many folks do you know that has work in a real live toxic environment ?






This was the first time for me having the opportunity to experience multiple types of Personnel Protective Equipment (PPE)—Level B, using a self-contained breathing apparatus (SCBA) and Level C, using an air purifying respirator and also a  in several different scenarios there.

We got to use the The BioCheck Powder Screening Test Kit, M4 JCAD-SIM CBRN / HazMat and M256A1 Chemical Agent Detector Kit sampler-detector, one booklet of M8 paper,The BioCheck Powder Screening Kit, AdVnt Pro Strips, The Rapid Analyte Measurement Platform (RAMP), 3-Way Chemical Agent Liquid detection paper. Just to name a few.

Soon after the terrorist attacks of 9/11, letters laced with anthrax began appearing in the U.S. mail. the FBI and its partners—code-named “Amerithrax” The Technical Emergency Response Training for Chemical, Biological, Radiological, and Explosive (CBRNE) Incidents (TERT) course at FEMA’s Center for Domestic Preparedness at The Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF) has a mock post office in which you get to testing for live anthrax.

I had bought the unique challenge coin as I did spend sometime with the New York Guard and was put on duty after 9-11-01 and have had CBRNE training as well and the mask looks similar to a M40 field protective mask in which used for my Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) training and also AWR-160-W WMD/Terrorism Awareness for Emergency Responders as can see here on this blog.

I have volunteered at the New York Road Runners (NYRR) #NYRR #TCSNewYorkCityMarathon #NewYorkCityMarathon TCS New York City Marathon since 2009,2010,2013, 2014, 2015 . 2016  marks my 6th year volunteering for the New York City Marathon doing Amateur Radio Ham Radio Emergency Communications for the event. 2015 mark the first year working at mile 23 as past years working at mile 24. I have never had a opportunity to run race in The New York City Marathon as of yet.

WA8UNS Thomas Q Kimball of Ridgefield, Connecticut  using his Wouxun KG-UV3D and for the first year in the TCS New York City Marathon Amateur Radio Ham Radio Communications is by using also DMR so I had brought my CS700 Connect Systems DMR Radio. So in photo you see two radio’s and I have two radio headphones on as well. One is just a simple FBI agent looking ear piece the other is a Boom Mic Headset.

This year marks the first year working at mile 23 as past years working at mile 24 but were short of ham radio operators at mile 23 and for mile captain of mile 24 was in changed to mile captain 23 this year.

As this would be the last time that two great Wolfpit Running Club members would co-direct this race Rick Favier and John Dugdale. My first Pamby Ridgefield Half Marathon dates back all the way to 1989. I did miss a few years in-between 1989-2016. This also would be my first half marathon since I had torn my achilles in 2013 in training for the 2013 Marine Corps Marathon. Finally after seeing a different doctor I had surgery on my right achilles July 2014. 

Since my surgery in which there is one or two permanent stitches. So since I couldn’t race 2013-2014-2015 I was still able to volunteer for the race. My first Marathon dates back to 1986. Marathon de Paris International Marathon de Paris 1986 with the Proselec Delacquis Demenagements ClamartFrance Running Club which I think was apart of Etudes et Productions Schlumberger 92140 Clamart France since my father Christopher Kimball was transferred  there with the family and I 1984 through 1986 from Schlumberger-Doll Research SDR Ridgefield, Connecticut. I have a handful of marathons and half marathon, bike races, triathlons, Ironman distance triathlons to Ultra-Marathons under my belt. I do not bike race and or do triathlons as I could not keep up with the ever raising cost of a race bike and or triathlon bike. As everything even the cost to race has gone up. A lot different then when I had used to do it mid 1980’s to about the mid 1990’s

My father was in Signal Officer Basic Course, Ft Gordon June through August 1969 but came back to Ann Arbor, Michigan to see my birth July 4th 1969. Wish I could  see a class picture photo from the Signal Officer Basic Course, Ft Gordon June through August 1969 

I am also a Army and Navy Brat as my father was a US Army Signal Corps Officer with the US Army Security Agency Support Group out of Ft Meade, Md. We had a TDY at Ft Hood, TX  December 1969 through May 1970 for MASSTER US Army Project Mobile Army Sensor System Test Evaluation and Review Surveillance, Target Acquisition and Night Observation STANO.  On October 17, 1969, Project MASSTER moved to Building 91025 at the newly designated West Fort Hood, formerly "Killeen Base.”
