Volunteering at the #NYRR #TCSNYCMARATHON TCS New York City Marathon November 1st 2015.

#WA8UNS @WA8UNS #ridgefieldct #Ridgefield in #FairfieldCounty #CT  Thomas Q Kimball of Ridgefield, Connecticut volunteering at the New York Road Runners (NYRR) #NYRR #TCSNYCMARATHON TCS New York City Marathon November 1st 2015. This marks my 5th year volunteering for the TCS New York City Marathon doing Amateur Radio Ham Radio Emergency Communications for the event. This year marks the first year working at mile 23 as past years working at mile 24 but were short of ham radio operators at mile 23 and for mile captain of mile 24 was in changed to mile captain 23 this year.

Photos from other years volunteering at mile 24

Tearing my achilles in 2013 had achilles surgery on my right foot and still in recovery mode with this. Prior to surgery July 2014. Since my surgery in which there is one or two permanent stitches. This has been a difficult time for me for these past couple of years as I used to run about 8 and or 9 miles 5 days a week.

I had torn my achilles in 2013 in training for the 2013 Marine Corps Marathon. Finally after seeing a different doctor I had surgery on my right achilles July 2014. Since my surgery in which there is one or two permanent stitches.

The different stages of cast I had on my right achilles starting in 2013 with just a hard cast (red) to and airiest (mid photo) to finally having surgery in 2014 (different type of cast on last photo)

Being a former Ironman distance triathlete and marathon to ultra-marathon runner of 50km to the unfortunately tearing my achilles in 2013 and having to cancel me competing in the 2013 Marine Corps Marathon. @Marine_Marathon

#MarineCorpsMarathon I was going for my 5th  Marine Corps Marathon.

So now giving back to the sport of marathon with volunteering at the TCS NYC Marathon. I love to run and to meet and make new friends. Please see article that was written about me in 2001.

My parents Chris and Frances where the ones that got me involved in sports
( swimming, cycling, and running ) at a very young age and have been supported on this and have help out by driving me to events and so I can volunteer. Thank you mom and dad.

Volunteering for the 38th Annual Ridgefield Pamby Motors Half Marathon, Sunday October 5, 2014, Wolfpit Running Club

A two pictures.

The KR1COM Amateur Radio Ham Radio Group had provided race communications for the 38th Annual Ridgefield Pamby Motors Half Marathon as we had volunteers from our fellow neighbors from the Danbury group KX1EOC

I was apart of this as a volunteer and also provided direction for the race runners in two locations on the race route. As unable to run in the race this year due to recovery of achilles surgery that took place on July 17th 2014.

I had started running in events before living in Paris, France and while living in Paris, France. Schlumberger moved the family to Paris, France in 1984-1986 as after then worked out of Etudes ET Productions Schlumberger 26, Rue De La Cavee-B.P. 202 92140 Clamart, France. Here is where I have some of that competitive running pictures from then to now.

The above mentions “Only a few years ago, few would have thought possible that the East and West Coast could ever agree on how best to manage a large complex incident. The West Coast and the wildfire fighting community have used the incident command system (ICS) since the 1970s and adapted it for all hazards in the 1980s.”

As mentioned from the above article “I didn't know about the incident management teams (IMTs)—federal incident overhead teams of about 30 members from the Department of Forestry, used mostly for wildland fire campaigns, who understand the planning needs for a long-term operation.”

Now the FDNY IMT’s have supported help out during hurricanes Katrina and Rita and also Hurricane Gustav and others.

THE. PLANNING “P” is important part of this class
FEMA Incident Action Planning Guide The IAP Guide explains how to plan and execute operations during any incident.

It would be highly recommend in my view and opinion to take and do Emergency Management Institute - FEMA Independent Study Program IS-201: Forms Used for the Development of the Incident Action Plan As this is going to be used in all of the NIMS ICS All-Hazards Position Specific Training.

NIMS ICS All-Hazards Position Specific Training Program
For Incident Management Teams and Positions Within the Incident Command System
Please click here to see the document:
The primary goal of the NIMS ICS All-Hazards Position Specific Training Program is to provide advanced level training needed by personnel responsible for managing incidents of greater complexity than those typically encountered during routine operations. This training is designed to provide all-hazards competencies and behaviors for Command and General Staff and selected Unit Leader positions within a Type III and/or Type IV Incident Management Team (IMT) environment.

THE EMERGENCY OPERATIONS CENTER: A VITAL PREPAREDNESS TOOL BY WILLIAM SHOULDIS

This article mentions high-risk/low-frequency incident which there is a great video High-Risk and Low-Frequency
by retired California Highway Patrol Captain Gordon Graham.

ESSENTIAL FUNCTIONS OF THE EOC

The EOC depends on maintaining situational awareness. Planning enables agencies’ representatives to focus on vital services to maintain the safety and well-being of the public at risk. The proper time to develop and practice an emergency operation plan (EOP) is before a community suffers a high-risk/low-frequency incident. Document the following essential functions during EOC activation to ensure a fair distribution of resources:

The Technical Emergency Response Training for Chemical, Biological, Radiological, and Explosive (CBRNE) Incidents (TERT) course Class 16-06 Photo

Hosted by FEMA's Center for Domestic Preparedness (CDP), located in Anniston, Alabama, is the United States Department of Homeland Security (DHS)'s only federally chartered Weapons of Mass Destruction (WMD) training center, and the only site performing Nerve agent (GB & VX), Anthrax, and Ricin training for First Responders.

Also some of the training took place at The Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF)

My training at The Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) formerly known as The CDTF Chemical Defense Training Facility, Fort McClellan, Alabama was formerly apart of The U.S. Army Chemical School at Fort McClellan, AL

We had wonderful instructors in The Technical Emergency Response Training for CBRNE Incidents (TERT) course such as Angela Busby, Gary Shekels, Scott Sparks, Rob Childs, Kevin Bacchus, Eugene Rossiter, John Lowry and Tonya Hutcherson to name a few. Many thanks to them.

Thomas Q Kimball of Ridgefield,Connecticut photo with Eugene Rossiter Leidos/CDP subcontract Instructor

We had used The GM pancake-type detector in the Model 44-9 Alpha Beta Gamma GM : Radiation Detector and also Ludlum 3 survey meter geiger counter radiometer 44-3 probe radioactivity during our training at Northville Training Facility located at the Center for Domestic Preparedness ( CDP)
COBRA Training Facility, that resembles an actual town that contains a school, fire department, police station, and sandwich shop. Also we where testing for Anthrax at mock post office in which we where wearing The M40 Field Protective Mask. And a mass-casualty incident in which we had to figure out what the cause was within COBRA Training Facility wearing the Level B, using a self-contained breathing apparatus (SCBA) if I remember correctly.

Since I successfully complete the course I was presented the coveted COBRA pin—a King Cobra in a hooded threat display, a recognizable warning posture

signifying their successful entry and execution of tasks in a toxic environment. I plan on coming back to FEMA's Center for Domestic Preparedness (CDP)  Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF) to make a few more entries in it as it was exciting and fun. How many folks do you know that has work in a real live toxic environment ?

This was the first time for me having the opportunity to experience multiple types of Personnel Protective Equipment (PPE)—Level B, using a self-contained breathing apparatus (SCBA) and Level C, using an air purifying respirator and also a  in several different scenarios there.

Just to name a few.

Soon after the terrorist attacks of 9/11, letters laced with anthrax began appearing in the U.S. mail. the FBI and its partners—code-named “Amerithrax” The Technical Emergency Response Training for Chemical, Biological, Radiological, and Explosive (CBRNE) Incidents (TERT) course at FEMA’s Center for Domestic Preparedness at The Chemical Ordnance, Biological, Radiological, and Nuclear Training Facility (COBRATF) has a mock post office in which you get to testing for live anthrax.

Questions I have seen on google.

How did September 11th change my life.  How has your life changed since 9/11? How did the attacks of 9/11 change your life?

#NeverForget911

Since The activation Task Force Liberty, the New York Guard Component of the 42nd Joint Task Force Rainbow Hope activated for Operation World Trade Center. And leaving with New York Guard with Honorable Discharge July 31 2003. In some of the training I have received from people that where there at Ground Zero WTC on 9/11 in which an honor to be taught by them. I’m glad to have made these accomplishments in my training which has been continuous, as it’s always evolving in Emergency Management. Some of my training might follow some of the recommendations from the

“Create dedicated, ongoing training programs for FDNY chiefs so that they are proficient in using ICS principles during large and complex incidents involving terrorism, chemical, biological and radiological materials, and attacks to critical infrastructure.”

My father was in Signal Officer Basic Course, Ft Gordon June through August 1969 but came back to Ann Arbor, Michigan to see my birth July 4th 1969. Wish I could  see a class picture photo from the Signal Officer Basic Course, Ft Gordon June through August 1969

I became interested in areas of subjects that where related to my growing up with my father's military past and also Amateur Radio Ham Radio as I was born in  July 1969 at the The University of Michigan Hospital  Ann Arbor, Michigan. So I was around for his Army two-year active duty which included US Army Signal Corps Officer with the US Army Security Agency Support Group out of Ft Meade, Md. We had a TDY at Ft Hood, TX December 1969 through May 1970 for MASSTER US Mobile Army Sensor System Test Evaluation and Review SurveillanceTarget Acquisition and Night Observation STANO As it reads from the website masster - 1969-1976 - OTC History

On October 17, 1969, Project MASSTER moved to Building 91025 at the newly designated West Fort Hood, formerly "Killeen Base."and also Ft Meade for the National Security Agency NSA R Group - Research and Engineering. May 1970-71 as a Cryptanalysis . After that we moved to Miami, Fla for the ONR Office Of Naval Research 71-79. The work for ONR Office of Naval Research took my father to US Naval Facility NAVFAC Eleuthera and NAVFAC Bermuda.

I did not know any of my father's work from 1969-1979.  And really didn't learn anything of it until mid to late 1980's.  But did find his old Vietnam Era OG-107 Uniforms in which I had found in box's and would wear the shirts when hiking.
